My name is _________ and I am a Union member with __________. I am contacting you today to speak out against Bill 6-13 and Bill 7-13. Both of these bills would have a negative impact on Baltimore County employees, by eliminating the neutrality of binding arbitration and also the neutral Board of Appeals which is elected by County Council. Both of these changes create an unfair bias against the County Employee.
Together, Bill 6-13 and 7-13 would remove the level of fairness that exists within the current systems and will further weaken the collective strength of Baltimore County Employees. The current systems are not broken, so these changes are an unnecessary attack on employees.
Again, these bills would take a fair and neutral dispute process and turn it into one that is biased and controlled solely by the County Executive.
These bills need to be tabled until the appropriate parties can meet together and discuss the best measures for moving forward.
